Dawn Freeman serves as Chief of Staff and Legislative Director for Texas House District 109. She is a Democrat with a passion for public service and community engagement. Her motto is that it isn't who we are, but rather what we do for others, that defines us.
Dawn is an accomplished private sector executive, non-profit leader, speaker, and entrepreneur. Through her non-profit leadership, Freeman earned a reputation as a thought leader on issues of social justice, community-level change, and criminal justice reform. She has appeared on national television and her writings have been published in a range of major news outlets.
Dawn began her career in the technology industry, working for leading brands Pitney Bowes and Electronic Data Systems. Her most recent tenure was with Securus Technologies Inc., one of the nation’s leading public safety technologies and communications firms.
Dawn later served as President and CEO of The Securus Foundation, a non-profit organization, where she worked with local governments and community-based organizations to ease reentry for the formerly incarcerated and reduce repeat offenses.
Dawn is the owner of a consultancy that provides justice, equity, diversity and inclusion services such as department training, individual business coaching, and technology consulting to a range of client-partners in the corporate, small business, non-profit, and public sectors.
Dawn holds an M.B.A. with a specialization in Accounting and B.A. in Business Administration with a specialization in Management from Saint Leo University. She is the mother of three, a Garland resident, and an active member in her church. Dawn grew up in a military family, with parents who were both ministers and service members in two branches of the Armed Forces. From her parents, Dawn learned early on the value of personal sacrifice for the good of all.
